Lowongan Save the Children LangsaSave the Children is an international NGO and the world’s top independent charity for children in need. Since 1919, we have been fighting for children’s rights, saving their lives and providing hope for brighter futures worldwide. In Indonesia, Save the Children currently works in eleven provinces, has staff of approximately 200 local professionals, and programming in Child Protection, Education, Health and Nutrition, Disaster Risk Reduction, and Humanitarian Response. Save the Children in Indonesia is seeking to fill the following position:
EMERGENCY RESPONSE TEAM LEADER - ER
1 position, based in Langsa, Aceh
Code : ERTL-ER
ROLE PURPOSE:
The Team Leader will lead the emergency response team and provide strategic and operational direction to the country programme in collaboration with Interim Deputy Country Director, Humanitarian Manager and PDQ Team. He / she will be responsible for identifying needs and resources and elaborating programme recommendations for the emergency response in line with Save the Children national and global priorities.
The post holder will play a strategic role in the effective scale up and management of Save the Children emergency programmes in Aceh to increase impact and enable positive change for children.

Dimensions:
On May 15th, 2015, it is estimated that there could be currently up to 8,000 people adrift in the Andaman Sea, in a maritime limbo as Thailand, Malaysia and Indonesia have denied the boats access to their coasts, with the exception of approximately 800 people who have taken refuge in Aceh, Indonesia. UNHCR data (19 May) shows that since the beginning of May, 3,421 people have disembarked in Malaysia, Thailand, Indonesia as well as Bangladesh and Myanmar (as some boats may have decided to come back or did not leave). It is estimated that 3,850 are still at sea, although nobody has a clear picture.
An estimated 25,000 people departed irregularly by sea from the Bay of Bengal in the first quarter of 2015. The departure rate in the first quarter of 2015 was approximately double the departure rate reported in the first quarters of 2013 and 2014 (source: UNHCR “Irregular maritime movements. Jan-Mar 2015”).
Save the Children Indonesia Country Office sent an advance team to do assessment and came-up with a declaration for an emergency response. We activated the Country Seed Funding as of 19th of May 2015, to start the emergency response in Aceh; in 3 different districts: Lhokseumawe-North Aceh, Bayeun-East Aceh, and Kuala Langsa. Program activities of the response been defined with main focus on Child Protection; with main activities: monitoring condition in the camp, activating Child Friendly Space (CFS) in the camps, rolling-out training on Child Safeguarding for volunteers and all stakeholders who works in the camp, and collection related information and data.
Staff directly reporting to this post: Depending on size of response, but at present this includes Field Manager(s) for operations, Child Protection Officers, CFS team leaders and facilitators, logistic officer and finance officer.
KEY AREAS OF ACCOUNTABILITY:
Programme Support:
  • Manage grants and program, ensuring strict compliance of programme activities with Save the Children national and global policies and procedures and with relevant donor regulations and agreements, SPHERE guidelines and the NGO code of conduct.
  • Lead on strategic planning in Andaman Sea Humanitarian Crisis Emergency Response, action plans, and monitoring to ensure an effective emergency response and a smooth transition to recovery phase.
  • Have oversight over implementation of current master budget and development opportunities for multiple sites, multiple sectors and keeping relevant stakeholders informed and ensuring any corrective actions are taken.
  • In coordination with the field manager ensure the preparation of timely programme and donor reports on project activities in compliance with internal requirements and any relevant external donor requirements.
  • Establish project monitoring plans and systems for identifying and tracking the indicators and develop processes/procedures and forms to support monitoring and inform learning.
  • Ensure optimal safety and security management procedures and practices are in place for the emergency response programme and continually monitor the safety and security situation, adapting staff safety and security procedures accordingly in collaboration and cooperation with the country security focal point.
  • Oversee effective functioning of logistics systems to procure, store and distribute stock, supplies and services for the timely delivery of project objectives.
  • Ensure strong accountability to beneficiaries.
  • Plan, identify and resource appropriate and effective structure & staffing needs for entire response.
Capacity Building:
  • Ensure that capacity building plans and performance management systems are in place to develop the requisite competencies in staff to ensure ongoing sustainability and quality of response.
  • Coach and mentor staff and counterparts and link in to wider organisational talent development mechanisms.
Representation & Advocacy & Organisational Learning:
  • Represent Save the Children's emergency response in Andaman Sea Humanitarian Crisis Emergency Response.
  • Help shape broader sector strategies through influence of and leadership.
  • within inter-agency coordination forums, ensuring the specific needs of children are being addressed.
  • Regularly undertake high level representation and advocacy with Government partners and officials as well as donor representatives. Establish systems for communication with local Government partners, relevant line departments and community representations in the project area(s).
  • Lead on organisational level operational practice, innovation and learning in consultation with Humanitarian team.
  • Oversee the implementation of Save the Children policies and procedures with respect to child rights and safeguarding, health and safety, equal opportunities and other relevant policies.
Other Tasks
  • Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
  • Ensure the security, health and wellbeing of staff and that staff management and other processes and policies and systems reflect Save the Children principles of equity and fairness.
QUALIFICATIONS AND EXPERIENCE
Essential
  • Extensive experience of working within a senior management role within a complex country programme in an emergency response or fragile state.
  • Previous experience of managing programme teams in first phase emergency response is essential.
  • Education: MA / MSc level (or equivalent field experience).
  • Multi-site security management in insecure environments.
  • Experience of international level representation with key stakeholders, and co-ordination with other NGOs/UN and government.
  • Experience of M&E and beneficiary accountability systems in emergency situation .
  • Experience of developing and negotiating successful partnerships with institutional donors.
  • Proven ability to influence change at an operational and strategic level.
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy.
  • A high level of written and spoken English.
